Three Claims, One Fare

ALTO’s report makes three promises — 24 million riders a year, 9.3 billion hours of travel time saved worth $49.5 billion, and ticket revenue covering the cost of running the railway. Each sits in a different chapter with its own evidence, and they are never set beside one another. All three are governed by one number the report never publishes: the fare. Cheap tickets fill trains, which the first two promises need; dear tickets raise the revenue the third needs, and a fare cannot be both. Solving the propositions together rather than one at a time gives a single answer — about 19 cents per kilometre travelled, roughly $83 for a typical 428 km journey. At that fare the train wins about a third of the market, and for a third to equal 24 million riders the corridor must generate 73.9 million intercity trips a year against the 33.7 million forecast: 2.19 times as much travel, or 44.0 million residents against 20.1 million — more people on the Toronto–Québec City axis alone than live in Canada today. The claims do not contradict each other. They contradict the corridor. Cost recovery peaks at 63–64 per cent at any fare in the corridor as forecast, and that ceiling sits inside the range the modelling covers, needing no projection beyond it. Plain-language throughout, with every step shown so that any part can be checked or rejected.

At Face Value

Five figures from ALTO’s economic report are now in wide circulation, and each is either the top of a range or the middle of one. The $49.5 billion benefit total sits in a table headed “upper estimate,” with the lower estimate nowhere in the 83 pages; nearly four-fifths of it is saved travel time, and discounting removes about 82 per cent of that time’s face value on the way back to the present. The $24.5 billion GDP figure is the midpoint of a range ALTO’s own modeller published as $14.8 to $41.0 billion, in 2019 dollars, from a different model. “24 million riders” is prefixed “up to.” The 50,000 construction jobs sit in a table headed “upper estimate” for figures ALTO’s own appendix says are not net economic gains and are excluded from the benefit-cost ratio. Meanwhile congestion relief — the problem the report opens with — is worth 1.2 per cent of the benefits claimed, and no benefit-cost ratio is published at all, on the ground that the cost estimate is too early-stage. The 2021 VIA/CIB business case for the predecessor project published one anyway: approximately 0.13, a net present value of −$21.1 billion and a thirty-year subsidy of $37.1 to $42.2 billion, released only under the Access to Information Act in November 2025. Hours Are Not Dollars

Almost none of ALTO’s $49.5 billion is money — it is hours of saved travel time, and a saved hour cannot service a loan. A plain-language explainer of the one number the economic case turns on. What a discount rate does: at 3.5 per cent a dollar of benefit in year 60 counts for 13 cents; at 8 per cent, for one. Where 3.5 comes from, and why HM Treasury steps it down after year 30 — a conservatism that runs in ALTO’s favour and is credited here. Then the part the appraisal never reaches: the difference between the roughly 2 per cent real that the Crown pays to borrow and the 8 to 9 per cent CDPQ Infra targets on the Montréal REM, against 3.7 per cent for its government partners. And the precedent — the 2021 VIA/CIB business case for the predecessor project published a benefit-cost ratio of 0.13, a net present value of −$21.1 billion and a 30-year subsidy of $37.1 to $42.2 billion, drawing its parameters from the same two guidance documents ALTO cites five years later.

It Left the Rules Behind

ALTO’s Canada’s Moment takes its 3.5 per cent discount rate and its single blended value of time from the Metrolinx Business Case Guidance, naming that manual as its authority for both. The same manual, at this project’s scale, requires the calculation be re-run at 2.5 per cent, results reported as a range with a confidence level, a 64 per cent optimism-bias uplift applied to early-stage capital costs — which would take $60–90 billion to roughly $98–148 billion — and a benefit-cost ratio published. None of it appears. The report declines to state a ratio on the ground that the cost estimate is too immature, while publishing single-point benefit figures headed “upper estimate” whose lower estimate is never shown. Under the cited framework, early-stage uncertainty is the trigger for testing, not an exemption from it.

Counting the Crossings

ALTO tells corridor residents the railway “will not create a wall between communities,” offering France’s 4,000 structures over 2,700 km and Spain’s 900 over 750 km as proof. Divided through, that is one structure every 675 and 833 metres — against an Ontario concession grid with roads every 1.25 to 2 km, and against HS2, which managed roughly one per kilometre through more built-up country. A structure count is only half a fraction: Transport Canada has already put the alignment at more than 1,000 public and private crossings, and international closure rates imply 300 to 600 roads dead-ended, with $3.2–8.4 billion of grade separation never shown as its own line. Six months before the letter, ALTO’s engineering vice-president told Kingston City Council the aim was to limit how many overpasses get built. France did not solve severance with bridges: it legislated land reorganisation, with farmers on the deciding commission and the proponent paying. Germany did the same in 1953. Ontario has nothing of the kind.

Canada’s Rail Exceptionalism

Ottawa’s new $1.95 billion order for 45 hybrid locomotives is welcome fleet renewal — but it buys a better train, not a better track. VIA Rail owns under 3 per cent of the rails it runs on and travels as a guest on freight-owned track, which is why only 57 per cent of its trains ran on time in 2022 against roughly 90 on the one stretch VIA owns. Measured against the G7 and other high-income peers, no G7 country grants freight priority by law, and every one except Canada protects passengers through a statute, a neutral track owner, or an independent regulator. Passenger priority has been put to Parliament at least six times since 2013 — Toone, Mathyssen, May, Bachrach — and defeated or left to die every time. The gap is a policy choice, not a constraint: closing it is a matter of political will, not engineering.

Development Ethics for Alto

A guest brief by Jay Drydyk — Professor Emeritus at Carleton University and past president of the International Development Ethics Association — submitted to Alto’s online public consultation and hosted here with the author’s permission. It applies the human-development framework of Sen and ul Haq to landowner losses, community severance, Indigenous consent, and multi-generational planetary pressures, then ranks seven options from morally worst to least bad: the status quo ranks worst, the Frontenac/Napanee corridor little better, and the existing southern CN/401 corridor with mitigation to European and Asian standards ranks best. The central recommendation is that the corridor choice be made by an independent public panel before the Final Investment Decision — and that Alto first publish alignment plans for the CN/401 corridor it has declined to discuss.

Two Point Two Trillion

ALTO’s “1.1% of GDP — $24.5 billion in today’s value” describes an economy of $2.23 trillion; Canada’s is $3.32 trillion. The Aviseo report ALTO commissioned says why, on page 13: the figure is 1.1% of 2019 GDP. Eighty-six per cent of the total rests on one assumed 3% productivity uplift applied to four metros, against a reported range of $14.8–41.0 billion that ALTO never publishes; the model excludes costs by design; and ALTO’s two consultants disagree on tourism, where CPCS’s base case gives Peterborough and Trois-Rivières zero. Both studies are careful. The summaries are where the qualifications disappear.

Many Benefits, One Missing Number

ALTO’s benefits page lists nine gross figures — GDP, jobs, tourism, emissions, ridership — and states no capital cost, no operating subsidy, and no benefit-cost ratio anywhere on it. Restore the missing denominator and the central BCR is about 0.06; the ‘up to 24 million passengers’ headline runs roughly 2.6× the central estimate; and the ‘100% electric’ sustainability claim inverts to a net carbon debt once construction is counted. The Stations That Aren’t There

ALTO frames tourism as a metro-connectivity product, but its seven city stops — and a drive-to-station access model — pass the small towns and shorelines where corridor residents actually spend their leisure time. The larger, better-distributed opportunity is the leisure trip out of the city to the small town, which an integrated High Performance network reaches and an express spine forecloses; a transparent scenario puts the net-new, locally-retained band at roughly $30–640 million a year. Undressing the Addressable Market

Alto’s ninety-five-million-intercity-trips figure counts every trip, by every mode, over every distance across the whole corridor — and appears in no Alto planning document or independent analysis of the corridor. The market a high-speed line can realistically serve is roughly a quarter of it, and central independent ridership sits at 8–9 million a year, less than half of the twenty-four-million target that stands alone above every published forecast.

Thirty major studies of corridor rail, read against one fixed set of questions from 1970 to 2026. One pattern holds across all of them — the case for a high-speed new-build strengthens as the analysis becomes less independent and weakens as it becomes more rigorous. Every study that runs the finances finds fares cannot cover the capital, and the highest ridership and lowest-cost figures belong consistently to the promoters.

Weather sensitivity rises with the square of speed — so how fast the line is designed to run is itself a weather question. Crosswind overturning, tornadoes on the corridor’s belt, and freezing rain on the catenary bear on the speed-and-cost choice, and the government’s own 2020 briefing found no high-speed rail runs at 300 km/h in extreme cold while Alto confirms no comparative winter-weather assessment or cost analysis has been commissioned.

Ready to Tender, Not Yet Approved

Cadence’s June 23 Preliminary Notice to Market opens a two-year tendering calendar for the first segment’s biggest contracts — trains, stations, the Montreal tunnel — while the same public notice says construction has no confirmed start date and the whole build-and-operate phase remains ‘subject to the government of Canada’s final confirmation of the investment.’ The machinery to build is switched on before the decision, the funding, and the final business case are in place.

Read as a set, they carry the signature Flyvbjerg’s megaproject research predicts — costs biased low, benefits biased high, the error pointing consistently the funding-favourable way — and the project has already commissioned the outside-view check whose findings it has yet to release.
